The Court ruled that Petitioner's proposed particular social groups of "former members of the MS-13," and "former members of MS-13 who leave for moral reasons," were not cognizable because these groups are not recognized in Salvadoran society as socially distinct. The Court also denied CAT relief because Petitioner did not meet his burden of demonstrating a clear probability of torture if returned to El Salvador because of the Salvadoran government’s efforts to combat police corruption and gang violence.
